The Holy Spirit is designated by the use of masculine pronouns although the noun itself is neuter.

13 But when He, the Spirit of truth, comes, He will guide you into all the truth; for He will not speak on His own initiative, but whatever He hears, He will speak; and He will disclose to you what is to come. John 16:13

13 In Him, you also, after listening to the message of truth, the gospel of your salvation—having also believed, you were sealed in Him with the Holy Spirit of promise, 14 who is given as a pledge of our inheritance, with a view to the redemption of God’s own possession, to the praise of His glory. Ephesians 1:13-14

The Holy Spirit is personal.  He is designated with masculine pronouns.  People should stop saying he is a power.  The Holy Spirit is personal and is the third person of the Trinity. Of course, the Holy Spirit has power.  The power he has is far greater than any comic hero can have including superman.  Yet, The Holy Spirit is not pure power as pure power left to its devices can destroy everything including the universe and planet earth. We have nuclear weapons, and this is terrifying because there are insane rationalities out there.  Can you imagine Hitler having nuclear bombs during World War 2?  No, the Holy Spirit is the Third Person of the Trinity.  He is wise, rational and he doesn't make any mistakes. The Holy Spirit is perfect, and he keeps us safe showing us how to follow Christ.
